Mumbai: Indian Foreign Service officer Swapnil Thorat (IFS 2017 batch) has taken charge as the Regional Passport Officer (RPO), Mumbai, effective March 10, 2026. He succeeds the outgoing RPO Dr. Arjun Deore (IFS 2013 batch) and will oversee passport-related services for Mumbai and several parts of Maharashtra under the jurisdiction of the Regional Passport Office.
Before assuming the role in Mumbai, Thorat served at the Embassy of India in South Korea from 2018 to 2023, where he was in charge of the Trade and Investment as well as Public Diplomacy departments. He also worked in the Finance Division of the Ministry of External Affairs (MEA) in New Delhi for nearly two and a half years.
In addition to his new responsibilities, Thorat will continue to hold an additional charge as Head of the MEA Branch Secretariat in Mumbai, a position he has been handling since December 2025.
A native of Mumbai, Thorat holds a Master’s degree in Biotechnology from the University of Mumbai. Before joining the Indian Foreign Service, he briefly worked in the field of cancer research at the Advanced Cancer Treatment Research and Education Center (ACTREC) in Navi Mumbai.
