New Delhi: Jammu and Kashmir have acceded "as one state" to India and no government has the authority to alter its position or split it or decrease any portion of it to a Union Territory, the Congress said Tuesday after a session of its Working Committee, the top decision-making body of the party.

At the session, held to concentrate on the government's move to end unique status in Jammu and Kashmir and to divide the state into two union territories, the party also said it "deplores the move's unilateral, brutal and utterly undemocratic way."

Article 370, the resolution stated, "deserved to be honoured until amended, after consultation with all sections of the people and strictly in accordance with the Indian Constitution."
