BJP leader Yashwant Sinha Thursday said the Joint Parliamentary Committee (JPC) report on irregularities in the 2G telecom licence and spectrum allocation is a bundle of "half truths".

 

 "This report (submitted by JPC chief P.C. Chacko) is flawed… The report is a bundle of untruths, half-truths and contradictions. It is an attempt to cover up the truth and protect the guilty," Sinha told reporters after submitting a dissenting report by the six Bharatiya Janata Party (BJP) members of the JPC.

 

 "We, the undersigned, therefore have no option but to reject the draft report and submit this note of dissent," he said.

 

 He ridiculed the manner in which Chacko moved the report for adoption by the JPC without considering it para by para, as mandated under parliamentary rules."The Sep 27 meeting was a farce," the dissent note said.

 

 Sinha said the dissenting report was submitted to the JPC secretariat in the afternoon, well before the 5 p.m. deadline set by the JPC chairman. He said a copy was also submitted to the office of the Lok Sabha speaker.

 

 Sinha admitted that bringing the report before the media even before it was tabled in parliament was a breach of the parliamentary rules and procedures. "This is contrary to the convention of parliament and should not be made public but the same has been overlooked by Chacko," he said.

 

 "We have no hesitation in concluding, therefore, that the prime minister and the finance minister are equally, if not more, guilty in the 2G scam than Dayanidhi Maran and A. Raja since they carried a higher responsibility and it was their duty to prevent a scam of this horrendous proportion from taking place," the note added.

 

 "The prime minster has failed to live up to the constitutional duty assigned to him," it said.
