Foreign Secretary Vijay Gokhale said that the Indian Air Force carried out a non-military, pre-emptive strike on terror launch pads which is occupied by the Jaish-e-Mohammad across the Line of Control. He said that the strike was carried out in the targeted areas to avoid any civilian casualties.

The Foreign Secretary also said that JeM to carry out terror strikes across India, thereby making this strike absolutely necessary.

"There was very credible intelligence info that JeM (Jaish-e-Mohammed) was planning to carry out terror strikes across India, thereby making this strike absolutely necessary. It was a non-military, pre-emptive strike. India has decided to take action against any terror threat to it," he said.

"Credible intelligence was received that Jaish-e-Mohammed was attempting another suicide terror attack in various parts of the country and fidayeen jihadis (suicide bombers) were being trained for this purpose," the Foreign Secretary said.

"In an intelligence-led operation in the early hours of today, India struck the biggest training camp of JeM in Balakot. In this operation, a very large number of JeM terrorists, trainers, senior commanders and groups of jihadis who were being trained for fidayeen attacks were eliminated. This facility at Balakot was headed by Maulana Yousouf Azhar, also known as Ustad Ghouri, the brother-in-law of JeM chief Masood Azhar."

The foreign secretary also said Pakistan must stay with their public commitment to stop sponsoring terror activities from their soil.

"India has given proof many times seeking action against Jaish-e-Mohammed and others at terror camps so big, that they can train hundreds of jihadis and terrorists at any given time. But due to Pakistan's inaction, this step was necessary and had to be taken," he said.

"The Government of Pakistan had made a solemn commitment in January 2004 not to allow its soil or territory under its control to be used for terrorism against India. We expect that Pakistan lives up to its public commitment and takes follow up actions to dismantle all JeM and other camps and hold the terrorists accountable for the actions," he said.
